When were the tests administered? What is the context that this information is offered in in the actual book? Why do the results not appear in the current edition? I'm neither confirming nor denying your implied theory, just saying more info is needed.

there was something similar to this 4 years ago, only with bush and gore instead. it's a hoax; the IQ spread is too wide, and not completely accurate.

if you actually look at <href="http://www.sq.4mg.com/stateiq-income.htm">specific states and their actual IQ's, the graphic you found is rather skewed
the most striking example i noticed was Utah, which has an actual average IQ of 101, putting it somewhere in the middle, but which the graphic you post sites their average IQ as 87, making it the second to last state in IQ rankings
there may be some association between IQ and how they voted, but this graphic seems to take liberties to stretch the truth to more sharply emphasize what they want to say
